The Council was originally formed under the provisions of New Mexico’s County Maternal and Child Health Plan Act of 1991 and subsequent legislation as the Quay County Maternal and Child Health Council. The Council changed its name in 2007 to the Quay County Maternal Child and Community Health Council merging with another volunteer based advisory group which had a similar mission. The council continued to meet and work in the county after Department of Health funding ended in 2010. The name was changed in 2011 to the Quay County Health Council. The Council has worked hard to find additional funding sources for a variety of programs and to keep a part-time coordinator. Between 1992 and 2023 the Council leveraged $26 million for programs in Quay County, many of which are sustainable on their own. In 2013, a small Legislative funding stream was established through the Department of Health to re-establish Community Health Councils statewide. The Quay County Health Council applied for and received a 501C3 status in 2017 to allow us to apply for funding from other sources. The New Mexico Legislature revised the law that establishes to include Tribal Councils in the County and Tribal Health Council Act of 2019. The pandemic showed the need for local councils to disseminate information and bring everyone together to work on issues to increase healthcare services equitably. 2020 to present has brought a variety of grant opportunities helping the Council to expand its role and provide education to improve the health literacy of the community members.
